Development plan for a new harbour and breakwater complex as a multi-purpose marine terminal — from idealised layouts through phased capital planning. Facilities included a mechanised iron ore terminal (8 MTPA), offshore vessel berthing, cruise & ferry terminal, ship repair, container and general cargo, and dedicated coal terminal.
